Dear Mr. Dorrell,

The Prime Minister and his colleagues have made much of the policy of "open government". It is therefore most surprising after all the publicity over Hong Kong, to discover only now that Britain has no obligation to hand over Hong Kong Island to China, but only the New Territories on the mainland.

It is even more surprising that this revelation came not from the Government itself, but from a letter published recently in The Independent.

I should be glad if you would kindly ask the Foreign Secretary why this important information was suppressed, and what action he will now take to ensure that Hong Kong citizens on the island continue to enjoy democratic rights by remaining under British rule.
