Dear Mr. Sumberg,

I refer to your letter of the 4th October 1991 when you very kindly sent me an original letter from Douglas Hogg at the Foreign/Commonwealth Office regarding the cash contribution to British costs of Operation Granby made by other countries who were not actively engaged.

This indicated that in the period 1991 to 1992 we received £518,000,000 and that the amount outstanding for that period and not received was £1,510,000.000. Of this amount the largest out- standing were from Kuwait (£550,000,000) and Saudi Arabia £580,000,000.

In view of the parlous state of this country's finances at the present moment (on which I am writing to you separately) I would like to know the up-to-date position on these outstanding amounts as at say 5th April 1993.

In my letter of the 14th January 1992 page 3 I did ask you if I would be in order in pursuing this matter direct with the Foreign & Commonwealth Office, but as I have not received your reply on this specific point, as a matter of protocol I am referring it back to you.
