As you can see from the attached copy of letter dated 22 June 1993, the Earl of Caithness had suggested that I contact you in relation to my research. I have not been able to do so earlier because I was in Hong Kong during the summer.
Allow me to introduce myself as a United Nations official since 1979. I am currently conducting Ph.D. research at LSE's Department of International Relations on a leave of absence without pay basis, which addresses the Evolution of Hong Kong's International Identity, 1945-1992. It seeks to describe the character of Hong Kong's international identity, how it reached this position, and what sustains that position, so as to better understand the prospects for maintaining that identity after China resumes the exercise of sovereignty over Hong Kong in 1997. Attached please find a draft list of chapter headings.
I interviewed recently several former FCO ministers, namely Lord Howe, as well as Sir Peter Blaker, Sir Richard Luce, Mr. Francis Maude and Mr. Tim Renton. Lord Maclehose wrote to say that he did not come to London that often, but I am going to suggest to him that I visit him in Scotland; I am very glad that Lord Wilson has kindly agreed to see me at the House of Lords.
It is now time for me to meet with the current officials, before I leave London on 11 December to resume my United Nations position in New York, where I would complete the thesis. I hope to seek your views on to what extent you think that Hong Kong might have developed an international identity, the significance of that for Hong Kong's way of life, and how important is it for Hong Kong's future after 1997. Needless to say, accounts on your experience dealing with Hong Kong would be greatly appreciated.
