You recently wrote in response to Mr. Brown's doubts about Hong Kong. In response to your letter, he tells me that he is not sure whether you and the Governor are aware that Hong Kong Island remains British after 1997, and it is only the lease on the New Territories that expires. He finds your remarks about percentage of land mass very misleading.

In order to satisfy him, I would be grateful if you could let me have a note summarising the agreement reached between the British and Chinese Governments during the '80s.
