Thank you for your letter of 23 April.

I am surprised that you doubt the wish of Hong Kong people to

have a greater say in the running of Hong Kong, since that is

a matter of common ground between us and the Chinese

Government. Indeed the Joint Declaration and the Basic Law

both have Deng Xiaoping's idea of 'Hong Kong people running Hong Kong' as a lynchpin. Chinese officials have repeatedly

said that our argument is not over democracy, but rather is a

matter of trust and good faith. I am sure that these are

areas which, with goodwill on both sides can be

re-established during the negotiations talks in Peking.
