I am sorry not to have acknowledged before the receipt of your letter of 26 January. As you know, I had the pleasure of listening to your address at Chatham House the following day.
I am indeed glad to know that the International Law Commission is engaged in drafting a statute for an international criminal court. I realize that there are some difficulties but it is a very long time since the project has been in a state of gestation!
Thank you also for what you say about the democratisation proposals for Hong Kong. I note that these proposals were raised at the meeting of the Sino-British Joint Liaison Group in Hong Kong in December but, I gather, without agreement. What I had hoped you would tell me, however, was whether, as annexe 2 of the Joint Declaration provided, these discussions having failed to reach agreement in the Group are being continued in Beijing. I feel myself that the only hope of reaching agreement with the Chinese Government and going forward on what you yourself have described as "convergence and a smooth transition" is by pursuing the matter through diplomatic channels without the blaze of publicity.

I should perhaps have told you that I am dining with the Chinese Ambassador on 22 February. This is the first occasion on which I have agreed to go to the embassy since the Tiananmen Square affair and it is a result of a conversation between the Ambassador and Eric Roll who is going to be the only other guest. If there is anything in particular I should know perhaps your people could tell me.
