/ A 1. I submit a draft reply to Mr Colvin's letter of 5 February

to the Minister on the subject of Hong Kong.

2. The draft reply encloses a separate note which shows how the Governor's proposals relate to the relevant provisions of the

Joint Declaration and the Basic Law. This is the same note as

that which will be sent out with the Secretary of State's "Dear Colleague" letter, except that a list of references in the Joint Declaration and the Basic Law has been attached, as requested by

Mr Colvin. Legal Advisers are content.
