Mr Goodlad promised to brief Lord Prior on where we stood on the Hong Kong constitutional package before his trip to Peking. Lord Prior said he would try to see the Governor when he visited London at Easter.

5. You may wish to forewarn our Embassy in Peking of Lord Prior's visit. I should also be grateful if Mr Ricketts could bear in mind the Minister's undertaking that we will update Lord Prior on developments beforehand; if Lord Prior gets to see the Governor, however, this requirement may be overtaken.
