My constituent, Mr. Brown of 4 Shrewsbury Road, Heaton, Bolton, contacted me recently to express his disquiet over the current negotiations in Hong Kong. He asked me to point out to Ministers that be believes Hong Kong is not for sale as it has never belonged to the Chinese. He has read Parliamen- tary Reports dated 1840 and 1841 which state that Hong Kong was an uninhabited island at that time and the lease due to expire in 1997 refers to the new territories and not the island.
I should be grateful if you could comment.
Yours,
