Lord Young had dinner with Ambassador Ma on 24 March. He has told Sir J Coles that Ma was at great pains to impress on the guests that China wanted talks with Britain. The talks about talks had broken down over the smallest details. Lord Young offered to visit China and carry any message we would wish to give him. Lord Sharp, who was also present at the dinner, tells us that Ambassador Ma asked him to quote tell Baroness Chalker my people want consultation not confrontation unquote.

2. On instructions from the Secretary of State, Sir John Coles rang Lord Young on 30 March and said that Ministers were grateful for his offer but did not see scope for an emissary at present. He added that Lord Young might tell Ambassador Ma that the British Government also wished to establish talks with China as the Secretary of State and others had made clear publicly.
