Following is text of letter from No 10.
2. BEGINS
Lord Prior telephoned this morning. He was due to visit China on 18 April, and to see both Li Peng and the new Vice President (Wong?). He wondered whether there was any chance of a word with the Prime Minister before he set off. He said that he had recently been in touch with Mr Goodlad. The Chinese had warned him that they would be expecting him to talk more politics than business. He thought that it would be helpful if he could tell Li Peng that he has seen the Prime Minister. He expressed concern about the effect on our trade with China of our policy over Hong Kong.

As the Prime Minister is away next week, and Lord Prior away for the first half of the following week, it will be difficult for the Prime Minister to see him, though we might conceivably be able to squeeze in a meeting late on Thursday 15 April or early the following morning. I assume the Foreign Secretary's travels
the next fortnight would make it very difficult for Mr Hurd to see Lord Prior, especially if your proposals for a meeting on Hong Kong on 16 April materialise. I should be grateful for rapid advice on whether we should try to fit Lord Prior in.
