1. As the Minister will be aware, we are entering a very sensitive stage in our dealings with the Chinese over Hong Kong. The possibility of misunderstandings are high. We therefore believe that Lord Caithness should not initiate conversation on this subject. It is however very likely that Ambassador Ma will himself raise the subject if for no other reason than to attempt to wedge-drive on this subject. I therefore attach a defensive points to make and a background note on political developments in Hong Kong.
