You are due to give a lunchtime address at Chatham House on the 27th of this month. Although I am not sure whether my arrangements will permit it, I am hoping to be present and if I am I would like, if I may, to take advantage of the occasion by asking you the two following questions:

The General Assembly of the United Nations having (I think in 1948 on my motion on behalf of the UK) resolved that an international criminal court should be established and the matter having been going backwards and forward since then between the International Law Commission, member governments and the UN, I would like to ask what are the major difficulties which HMG regard as standing in the way of the establishment either of a criminal chamber of the existing International Court of Justice or of a separate international court of criminal jurisdiction, the jurisdiction not in either case to be limited to what are sometimes called 'war crimes' but to cover any criminal offences against the rules of international law.

Have the democratisation proposals which are due to be submitted to the LEGCO in Hong Kong next month been raised and discussed with the standing liaison group in Hong Kong and if so, when and with what result - and if not, why not?

The Chatham House proceedings are, of course, confidential but subject to any answers you felt able to give to these questions I would wish to take an early opportunity of raising the matter publicly.
