Sir C Powell telephoned me this morning about Chinese discrimination. He said that Christopher Hum had told him that Philip McLean had already taken action with MOFTEC, and wondered if the Embassy had yet taken parallel action with the MFA. I said that I had not yet seen a reporting telegram to that effect. He confided that Jardines were having "a little difficulty" in their negotiations with GEC at the moment (please protect) and he would be grateful if the Embassy could take action this week, so that he could reassure GEC.

2. I know that other events this week might make the timing uncomfortable. I would appreciate your advice on what I should say to Sir C Powell.
