1. The Secretary of State has asked that Ambassador Ma be called in and told that his activities in arm-twisting the business community go beyond what is reasonable.

2. Ambassador Ma has been speaking to several senior businessmen whose companies have, or hope to have major
contracts in China. We know that he has spoken to GEC, Cable and Wireless and Rolls Royce. He has possibly seen others.
has been asking the business community to "speak up" about the Governor's constitutional proposals, with vague threats to their business in China if they do not. He has clearly been doing so
on instructions from Peking. Lord Young told the Secretary of
State that David Li of the East Asia Bank was asked by Qian Qichen why Lord Young had not spoken up in the Lords debate. The comments are having their desired effect. Businessmen are showing signs of concern.

I attach points to make which have been cleared with FED. I
understand that Sir J. Coles and Mr Davies have concluded that
we should not use this occasion to raise Daya Bay, so as not
to dilute our message. We will find another opportunity to
raise that issue with the Embassy.
