How about political groups and government officials? They might with to continue to contribute in the

post-97 political arena. If they support the Patten package now, would it have an effect on them from the viewpoint of China?

Looking at it from our angle, these matters that concern Hong Kong will fall into the autonomy of the SAR, and are not within the jurisdiction of the central government. There will be the SAR, It will be HK people administering Hong Kong and a high degree of autonomy. We in the central government will not regulate these matters in future. decided by the HKSAR. My thinking is, if it's legal, if they abide by law, all political groups and individuals can operate freely.

Will HK have a new airport at Chek Lap Kok in 1997?

The

consistent position of the Chinese Government is

its

that HK needs a new airport. We always think that to

maintain HK'S status as an international civil

aviation centre and

continued prosperity & stability, HK needs a new airport. Kai Tak Airport will sooner or later become saturated. So HK really needs a new airport. This has been and will be our position. We still hope the new airport will be built The problem is how to, according to the Memorandum of Understanding, build the airport at low cost, high yield and with no financial burden on the SAR Government. That's the problem.
