This should not be the case. According to the Joint Declaration, the British Hong Kong Government is responsible for the administration before 1997. body would definitely not interfere with day-to-day administrative affairs.

If someone would like to invest in Hong Kong, he sees there's this body. They would come and ask if the

contracts would still be valid after 1997. Wouldn't

the Government become a lame duck?
