The Governor is the person with "ulterior motives" in view of the many petty tricks he has played. All these are aimed at pushing ahead with his reform package in a bid to extend British influence over HK.

AT the 11th round, Sir Robin McLaren told reporters that the British side, as well as the Patten package, was never in violation of the "three conformities". In returning to the Patten package, the British side has unilaterally sabotaged the Chinese side's efforts in the last six months to bring the talks back to the path of the "three conformities". By sometimes hinting that it is giving up the Patten package and sometimes returning to it the British are trying to reap the maximum political as well as economic profits from the stock market.

There are signs that the British side is actively preparing for pushing ahead with the Patten package unilaterally. Sir Robin McLaren's disclosure that the British side has a "contingency plan", that it is fully behind the Governor and that the Patten package has all along been the basis of the talks have given some clue to that. The source of the Daily Telegraph report on the imminent breakdown of talks is probably the British side, which is trying to swing public opinion behind Mr Patten's move to table his package in Legco in early November.

The British negotiating strategy, under Mr Patten, is to try its best to obstruct the talks, as can be seen from the numerous petty tricks and unreasonable demands. Sir Robin McLaren's disclosure that the British side has a contingency plan explains why the British side has not departed from the Patten package in the talks. Whether there will be progress in future talks depends on whether the British side is sincere and with return to the "three conformities".
