As long as the two sides strictly adhere to the "three conformities", they will be able to end their differences and resolve their problems. The Chinese side has always adopted a positive, serious and responsible attitude and has done a lot in pushing ahead with the talks. I hoped both sides will work towards achieving a breakthrough.

China hopes that progress will be made and a satisfactory agreement in line with the "three conformities" will be reached in the talks. To achieve this, both sides must work together with the greatest sincerity.

The talks have been going on for 11 rounds but still no accord has been reached because the British side has not returned to the "three conformities" principle. I am urging Mr Patten, who has been making waves, to stop playing any more tricks. Mr Patten the other day said some people have "ulterior motives". I would say he is the one with ulterior motives because he has started each and every dispute.

China has started preparing for a total breakdown of the talks as the prospect of an agreement is now bleak. The Chinese side expects the Governor to press ahead with his reforms, leaving China little choice but to reverse those changes after the transfer of sovereignty in 1997 in accordance with the BL.

As the British sidfe is adopting the tactics of "pretending to talk but actually putting up a fight", the PWC should speed up its work to iron out details of issue related to the everyday life of HK people and the operation of the SAR Government after 1997. This will restore public confidence.

The Chinese side has refused to respond to the British side's proposals because they have fully violated the "three conformities".
