It will be futile for local civil servants to try to solve the problem with the Governor or by legal action. The matter can only be settled through Sino-British negotiations.

The Chinese side craves for stability in the civil service. Both the JD and BL stipulate that serving civil servants can remain in the SAR administration. China will not initiate a major shuffle in the civil service after 1997.

Chinese representatives on the JLG should relfect HK people's concern and urge the British side to stop its mistake of changing the civil service system.
