Referring to the Government's criticism of HKMAO Director Lu Ping's for breaching the confidentiality rule, he said the British side had leaked even more secrets about the

talks. They leaked the contents of the talks many tiems before posing as "sources close to the British side".

The civil service is an important force for "HK people running HK" and China attaches great importance to the maintenance of its stability and neutrality as seen from stipulations in the JD and the BL. The ulterior motive of the British side is

shown up by its bid to undermine the stability of the civil service by way of localising expatriate officers and politicising the civil service.

Politicisation of the civil service would seriously affect the efficiency of civil servants and eventually undermine HK's stability. The British proposal is yet another trick by the Governor to undermine a smooth transition and the BL and to

extend British colonial rule. The British have first given right of abode to some civil servants and then civil servants will be allowed to form parties and hold power at different levels of the Government to

ensure the continuation of British

political interests here.

A civil servant who is also a legislator will be in an awkward position during Legco debates and when dealing with different political parties. It will no doubt have an adverse effect on the morale, stability and efficiency of the civil service. The Government's aim is to jeopardise HK's stability during the transition by introducing drastic changes to a system that has been running well for more than 100 years.

The setting up of a functional constituency for the civil service is a violation of the Government's established policy of maintaining a politically neutral civil
