The Chinese had never criticised other cities for bidding to host the games, nor would they do so

Commenting on what effect Anson Chan's appointment as Chief Secretary would have on the second half of the transition period, the spokeswoman said that the announced reshuffle of senior civil servants was a measure taken by the British Hong Kong Government before 1997 in exercising its administration over Hong Kong.
