The Governor's threat to table his reform proposals in Legco without an agreement with China would be ineffectual. He should not make any such miscalculation. If he damages the ongoing Sino-British talks, he has to bear the responsibility.
If Governor Patten forced his reform package on Legco, there would be two possible results: 1. most members would reject it and his package would not be passed; 2. the British side would exert pressure on Legco to pass the package and arrangements for the 1994/95 elections would be made according to his wish. If this happened, HK people would have to adopt some effective measues to boycott Mr Patten's move and China would have to speed up the establishment of another stove to ensure a smooth transition for HK people. The Sino-British talks are at a crucial stage and Mr Patten has to be very careful with his choice because he would not be able to turn back.
The Governor has to take full responsibility for going it alone.
The people of HK should boycott any unreasonable move by Governor Patten to table his reform package in Legco.
The Governor is unreasonable and deceitful in threatening to submit his package to Legco. Mr Patten wants to capitalise on China's intention of maintaining HK's prosperity and stability and to damage co- operation between China and Britain.
