You said references should be kept general (eg to the Prime Minister's recent Asia speech) until the PES outcome could be properly assessed. Mr Hewitt thought many businessmen were unaware of the Prime Minister's speech. Mr Ricketts proposed that Mr Goodlad refer to the speech in his own speech to the Hong Kong Trade Development Council on 9 November and make copies available afterwards. Mr Kydd undertook to issue extracts from the Minister's speech to the press
