The British side has during the talks asked for the inclusion of some pro-British elements in the consultative sub-groups of the preparatory working committee.
Local NPC and CPPCC delegates and HK Affairs Advisers who are not members of the preparatory working committee can give their views by taking part in the ad hoc groups to be set up under the preparatory working committee. The committee is a working organ and not a "second power centre".
