The British side must show sincerity and return to the basis of the "three conformities" for the talks to succeed. Of the British side, we must always "listen to their words, and observe their deeds".

The Chinese side has raised proposals at the seventh round on the composition of the Election Committee, comprising the industrial, commercial and financial category; the professionals; the labour, grassroots and religious sector; and the fourth category of former political figures and HK delegates to the NPC and CPPCC. The Chinese side in principle agrees that other than those in the last category, candidates can be returned through direct elections. For the last category, it is suggested that candidates should be returned through democratic consultation.

British interests lie in the JD. If the British really care about HK people's interests, they should go back to the "three conformities" and consult China on all major issues affecting the SAR.

Jiang Zemin's remarks to Douglas Hurd that agreement can be reached if both sides stand high and look far ahead and abide by the three principles are not empty talk. The British side should see that it is in its economic interests to maintain HK's stability and prosperity and to ensure а smooth transition.

China may allow the Election Committee to have more elected elements provided that Britain agrees to the fact that the committee should be made up of the four categories as stipulated in the BL. China will reject any selection method for the committee seen as amounting to direct elections. For the sector that comprises former political figures, selection through. democratic consultation may be the only alternative. China does not want to see major changes to the functional constituency elections.
