The British emphasis on the through train and on the requirement that the electoral arrangements must be "fair, open and acceptable to HK people" shows that they still hold fast to the Patten package and want to interfere with the SAR's affairs and infringe on China's sovereignty. Both demands are aimed at extending British colonial rule in HK beyond 1997.

Development Panel have continued with their meaningless discussions on the Patten package, wasting taxpayers' money.

The Chinese side is sincere about the ongoing talks and the forthcoming meeting between the two foreign ministers. The Chinese side has repeatedly demonstrated its sincerity in action. We hope this will not be wasted.

The Chinese side has at the seventh round made suggestions relating to the composition of the Election Committee.

The talks should achieve good results if they are conducted on the basis of the "three conformities".

In meeting Douglas Hurd, Qian Qichen is expected to demonstrate the Chinese side's sincerity with concrete action in political and economic matters.

It is hoped that the ministerial meeting will be held on the basis of the "three

conformities" in order to ensure HK's prosperity and to achieve progress on the 1994/95 electoral arrangements.

The Chinese side has made concrete proposals relating to the functional constituencies and the Election Committee and is now awaiting a response from the British side. It is understood that those proposals are based mainly on the seven diplomatic exchanges and are still vastly different from the Patten package.
