Mr Patten's remarks that he will withdraw from the frontline after the 1995 elections have revealed that the HK Government is trying to change the territory's executive- led power structure into a legislature-led one by delegating power to Legco.

The executive-led political structure has proved to be effective in HK. The BL has stipulated that the political system of the future SAR should be executive-led. Therefore, no changes should be made to such a system.
