The Government should consult the Chinese side on any major policy change but it has not done so in this case. The implementation of the localisation policy has been too slow.

The new policy is tantamount to

"localising" expatriates and going against the principle of "HK people ruling HK". It violates the BL and the JD.

The measure, announced suddenly while Legco is in recess, is part of the British

summer vacation offensive". It runs counter to the BL and the JD. The real motive of the British side is to plant their handpicked officials in the SAR administration.

The move destroys the basis for implementing Article 101 of the BL, which stipulates that posts of secretaries and directors have to be taken up by Chinese nationals with HKSAR permanent residency and with no right of abode overseas.

The move is a political one aimed at barring local officers from rising to top posts during the last few years of transition.

The Government has only informed the Chinese side of the new policy on an informal occasion. It is understood that the HKMAO agrees with views expressed by two NCNA HK Branch vice-directors and will study the impact of the policy on the pace of localisation.

In the latter part of the transition, Britain is turning local officers into British citizens through the British Nationality Package and expatriate staff into "local people" through the new measure. In this way, these "false foreigners" and "false HK people" will remain at the centre of power in HK.
