diplomatic staff of the mission;
(6) the "members of the administrative and technical staff of the mission" are the members of the staff of the mission engaged in the administrative and technical work of the mission;
(7) the "members of the service staff of the mission" are the members of the staff of the mission in the domestic service of the mission;
(8) a "private attendant" is a person in the private employment of a member of the mission;
(9) the "premises of the mission" are the buildings and the land ancillary thereto used for the purposes of the mission and the residence of the head of the mission.
Article 29 The present Regulations shall enter into force on the date of their promulgation.

Chapter I
General Provisions
Article 1 This Law is formulated in order to suit the development of a planned socialist commodity economy and the needs of the reform of the economic structure, to promote the autonomous operation of enterprises owned by the whole people, to strengthen the economic responsibility system and democratic management, to improve the state of operations, to increase economic efficiency and to protect the lawful rights and interests of credi- tors and debtors.
Article 2 This Law applies to enterprises owned by the whole people. Article 3 Enterprises which, owing to poor operations and manage- ment that result in serious losses, are unable to repay debts that are due shall be declared bankrupt in accordance with the provisions of this Law.
