In
general, a historical section which goes back
beyond 1984 is of dubious value:
(a) It will invite the critical attention of the
(which is largely anti-HKG) and
academic community
the hard men of the CPG (who enjoy analysing
imperial shortcomings).
(b) Disputes may be provoked even with HKG's
democratic supporters. (For example, were Governor
Young's proposals thwarted by the community, given
the absence of any means of consulting the public,
or, as some say, by the Foreign Office?)
