erosion of the autonomy promised to the Hong Kong SAR under the
Joint Declaration and the Basic Law.

for the SAR authorities on their own to determine by law the
composition of the "district organisations", including the
question of what (if any) should be the number of appointed DB/MC members. This should be a matter within the high degree
of autonomy that Hong Kong is guaranteed under both the Joint Declaration and the Basic Law. If that autonomy is undermined, the basis for Hong Kong's future stability and prosperity is undermined. The British side could not accept an understanding based on the intent to undermine Hong K? g's autonomy.
