Many thanks for your comments on the draft "key points" fact sheet which you faxed to Peter Lai. spoke about this on the phone and, as promised, I have consulted the Governor.

We agree with all your comments except one. We do feel rather strongly here that the final tiret on page two of the draft which makes the point that the Chinese, at the last moment, put forth the "no unilateral legislation" condition - is a good selling point for us. It has in any case already leaked out to the press, although not in a big way, and we have received some supportive comments. It is, after all, a fact; whether we would have been able to finesse it away if all the other parts of the first-stage deal were agreed is neither here nor there. The Governor agrees that we should keep the factual point there but avoid any gloss on it. We could thus delete the last sentence of that tiret (now in square brackets in the attached revised version). Would you be content with this?
