(a) The
1992 Policy Address

forward
proposals
specifically intended for discussion in Peking and
London as well as in Hong Kong.
(b)
HKG, once in direct negotiation with the CPG, was
very willing to show every possible consideration
for CPG anxieties and sensitivities.
(c)
In
consequence, HKG devised a menu of new proposals
which on the Election Committee and Functional
Constituencies, bore little resemblance to the
original constitutional package.
(a) The only practical constraint
on how far HKG was
willing to go in meeting the CPG was the obligation
to
the community that
