Experience during 1992 showed that the executive
could work effectively with
directly-elected
as
well as with indirectly-elected and appointed
Legislative Council. For example,
members of the

] Bills were passed in the 1991/92 session,
compared to [
] in 1990/91.
Paradoxically,
difficulties were experienced in ExCo because of
the increasingly divided loyalties of those members
appointed jointly to ExCo and LegCo.

Ministers had already decided in consultation with
Lord Wilson to explore with the CPG the case for more
elected seats in 1995 than had been previously envisaged:
(a) During 1992, the CPG rejected this idea outright,
arguing that it could not amend the Basic Law (BL)
prior to 1997. (This rejection of any possibility
of amending the BL was surprising in view of the
constitutional authority of the NPC.)

Ministers had no alternative but to accept the
CPG's response. They also saw no merit in moving
unilaterally to create extra elected seats,
