Para 4 opens with the implication that the demand
for greater participation was weak before 1984. As noted
above, this does not help HKG's case (whether or not it is
true). The question would be avoided, if the first sentence
read:

greater participation ....".
Similarly, in para 6 put "increasing" before
"matter" in the first sentence.

The review of representative government undertaken
in 1987 (see para 8) is now regarded cynically by many.
Ministers, therefore, might wish to include references to
bi-partisan Parliamentary approval of the outcome of the
exercise, if such exists.

Para 9 implies, in the second sentence, that before June
4, the CPG might have been more willing to counterance a
greater degree of democracy in Hong Kong. This adds weight
to those who argue that HMG missed the boat in 1987/88.
