US EMBARGO AGAINST VIETNAM
1. I attach a letter from the London OMELCO office on the above subject. I should be grateful for any information which you think we could reasonably pass to Martin Barrow. I must say
that my inclination is not to reveal to him in advance what the Hong Kong Government will be telling him in answer to his LegCo question of 10 March.

2. I think all we can say to Mr Barrow is that we entirely agree that an improvement in the Vietnamese economy should have a voluntary retions, Considerable impact or that the key to this is the lifting of the us Combargo. We take every suitable opportunity to raise the master with the Ambicans and encourage our partners and friends to do so
as well.
