TT TSUI
1. I had a call today, via Tim Smith, from Algy Cluff. TT Tsui will be in London next week and has sought a call on the Prime Minister. In Algy Cluff's view and that of Hong Kong Department this would be over-egging the pudding. He would, therefore like to call upon you. He saw Li Peng earlier this week and claims to be bringing a message about the resumption of discussions on Hong Kong.
2. You will recall meeting Mr Tsui in 1991 when he posed to both HMG and to the Chinese Government as the emissary of the other. Nonetheless he did help to pave the way for Sir Percy Cradock's mission on the airport.
You may remember that there are doubts about how Mr Tsui amassed his fortune.
3. I attach a cutting from today's 'Financial Times' about Mr Tsui's New China Hong Kong Group, a company which plans to play the Hong Kong Stock Market. Apart from investors like Li Ka Shing the shareholders of the new company include the Hong Kong and Macao Office of the Chinese government.
4. I have consulted Hong Kong Department. They believe it would be difficult to turn down the request to see Mr T T Tsui. They are setting briefing in hand and informing the Governor.
5. I have told Algy Cluff that your diary is very full and that you will be away for 2 of the 3 days that Mr Tsui is in London but that I would look at the
possibility of a date on Tuesday afternoon and come back to his office on Monday.
