Independent Commission against Corruption.

Have you yet been able to consider the future position

with regard to the I.C.A.C.?

I am enclosing a letter from the I.C.A.C. dated 6/3/91 which ended a lengthy exchange of correspondence from which I gained nothing either in knowledge or effect.

My only connection with the Commission is by correspondence which I have undertaken for my sister Judith Kaiser who was resident in Hong Kong for some years whilst married to Uwe Kaiser.

Judith was separated from her husband about 6 years ago and lived in England. All Judith's possessions remained in Hong Kong as did the contents of her safety deposit box.

In 1987 the I.C.A.C. broke into the safe and it was some years la

er before Judith became aware of it and I fought to obtain a receipt. In essence the correspondence thus far has revealed nothing. The I.C.A.C. simply quote their ordinance which states they do not need to give reasons or explanations for any of their actions or do they need to say what or who they are investigating.

Uwe left Hong Kong many years ago contact was infrequent up to divorce and not at all since. Uwe gave our name as next of kin when he was taken into hospital following a suicide attempt in Bremen, Germany. At no time have we been informed as to whether the case is against Uwe but it is clear, quite incidently, that Judith is not under investigation. We have no knowledge as to the nature of the case against Uwe, if any, or whether he is involved directly or indirectly.

Judith lost all her belongings in Hong Kong and her only assets are the gold coins she had in her safety deposit box. For years the I.C.A.C. have done nothing to progress the action in which Uwe is supposedly involved; in less years than they have persued this action to date the Commission will no doubt be disbanded and I wish to have some assurance that my sister's coins will be returned to her.

I sincerely hope the I.C.A.C. are prepared to present their case to you and in doing so realise the futility of their own arguments reason could prevail and I could even foresee that the I.C.A.C could see the illogicallity of retaining Judith's possessions and will allow their release
