Based on this public perception, statistics and intelligence, it seems reasonably clear that corruption is increasing and will continue to increase during this period. The increase in the Government sector, and the Disciplined Services particularly, is worrying and will be demanding of investigative resources. In the private sector the exposure of Hong Kong businessmen to corruption in China and the corrupt actions of some PRC businessmen in Hong Kong are the focus of ICAC attention.

Charles Warwick REID

REID is now serving his sentence in the Correctional Services Department's High Security Unit at Siu Lam. His petition for a reduction of sentence is being considered by the Administration.

The Attorney General has recently reviewed a file of evidence describing testimony REID gave at the trial of Kevin Barry EGAN, a former member of the Legal Department. The Attorney General advised that there was insufficient to prosecute Reid for perjury or other related offences.

Notice of Appeal against Conviction has been filed by LAI, SOH and LEE and these will be heard on a date to be decided. AU has also filed a notice of appeal against conviction for assisting REID to escape Hong Kong and this will be heard in September 1993.
1993. The Attorney General is also seeking a review of sentence in respect
of LAI and SOH.

On 31 March 1993, High Court Judge Leonard granted a permanent stay
stay of proceedings against Deacon CHIU on the grounds of his ill-health
dementia. i.e. Judge Leonard ruled that irrespective of defence claims over the considerable delay in bringing CHIU to trial, his state of health was such that he was unfit to face a lengthy trial. As a result of this decision, the defence claims of undue delay, and the relatively minor role played by David CHIU, the case against David was abandoned.
