The
1. Your circular minute of 29 December asked departments to
prepare a short note for the Minister's box on 8 January. Minister will wish to be aware of the following:
- Constitutional Development
The OPD (K) paper has been approved by the Secretary of State (in
almost the form in which the Minister saw it in Suva) and passed
to Cabinet Office for circulation. ExCo had a first uninformative discussion of the strategy in LegCo on 5 January, and will be considering draft legislation on 12 January. We are clearing with the Prime Minister an unattributable note for Lord
Sterling to use with his Chinese visitors.
We are submitting in today's box briefing for Mr Goodlad's lunch with Sir Percy Cradock on 11 January.
Consulate-General Building
Mr Hum's Steering Committee on the new BCG building met on 6
January. It considered the latest cost estimates for the
building and continuing problems with the Private Treaty Grant.
OED reported that we are seriously over budget and the Steering Committee considered options for reducing costs. Once we have
the views of Mr Day's Consultative Committee, OED will be submitting to the Minister. We are submitting in today's box on
