28. SCMP reported (3.11) human right Lobbyist John Kamm quoted Lu Ping as saying China had no major objection to the contents of the BOR and would like to see some modifications so the bill would not supercede the BL.

29. Assistant to NCNA HK Branch Director, Lee Wai-ting, said (29.10) the proposals for a uniform set of conditions of service for all civil servants should be discussed with the Chinese side. He also considered the JLG should first decide on the definition of permanent residents before the term 'Local' could be defined.

30. The opening of the HK Liaison office of the PWC secretariat was reported (31.10) in good coverage. Reports quoted NCNA HK branch deputy director Qian Wenjun, who was also deputy secretary general of the PWC, as saying that the office would mainly act as communication channel between Local and mainland PWC members and the PWC secretariat and collect HK people's views on the work of the PWC. Liaison office director Chen Wei said that no matter what the outcome of the talks would be, the work of the PWC would continue as planned.
