DRAFT ARTICLE BY THE GOVERNOR FOR THE SPECTATOR

Government House have asked for comments by the end of the day on the attached draft article by the Governor, to be published in the Spectator on 6 January.

2. I submit a telegram in response. Most of the article draws on familiar arguments in an effective way. The only point where, in my view, it becomes too controversial is the final two sentences of paragraph 15. I have suggested some toning down here.

I also suggest that we offer Hong Kong a couple of quotations on democracy from Ministers in the 1980s to illustrate the point that the Governor's approach fits into a consistent HMG policy since 1984.
