The Hong Kong Government are today publishing a Green Paper on the further development of representative government in the
territory.
the main aims of the proposals are: to develop progressively a system of government, the authority for which is clearly rooted in Hong Kong, which is able to represent
authoritavely the views of the people of Hong Kong and which is
more directly accountable to the people of Hong Kong; to build
this system on the existing institutions which have served Hong
Kong well, and as far as possible to preserve their best features; and to allow for further development if that should be the wish of the Hong Kong community.
In the view of Her
Majesty's Government, those proposals are well designed to
enhance the representative status of Hong Kong's central
government institutions and to give the Hong Kong people a
stronger voice in the administration of the territory in years
to come.

It would be too much to expect that this document, which has emerged from extremely complex and sometimes difficult negotiations, could provide the whole answer to every problem.
In some areas it will be necessary to elaborate the general principles set out in the agreement. One such area is the constitutional arrangements and government structure of the
future Hong Kong Special Administrative Region.
In that connection I welcome the White Paper on constitutional
development which has just been published by the Hong Kong
Government. It provides for substantial development towards
representative institutions in the 1985 elections, and for the
