1. The Secretary of State asked about the attached article from the Herald Tribune.
2. I have discussed it with Sir R McLaren and with Hong Kong. Sir R Mclaren is thoroughly infuriated by it. He confirms that he made no comment of this kind in relation to anything said by the Governor. Hong Kong have checked the transcript of the relevant TV report. It shows Sir R McLaren using these words, but does not show the question asked. It is clear that the journalist concerned (who is notoriously unreliable) has manipulated comments by Sir R McLaren in a wholly different context. The Governor has seen the transcript and has reached the same conclusions.
3. The Governor's Press Secretary will be writing to the Herald Tribune to make this clear. News Department will confirm, if asked, that there is no difference between Sir R McLaren and the Governor and that Sir R McLaren's words have been manipulated.
