SPEAKING NOTES FOR MR GOODLAD'S INTERVIEWS WITH SUNDAY MORNING

POST (DAVID HEALY) AND BRITISH SATELLITE NEWS (BSN)

- As Minister responsible for Hong Kong I am in daily contact with the concerns of Hong Kong. I also like to pay regular visits to the Territory and to keep in touch in person with developments and with the mood of the community (last visit in

September last year).

Present visit is one in this regular series. It will focus primarily on community issues and environmental matters.

Kong Government is making a major effort on this front.

Hong

- I shall be discussing environmental problems with Hong Kong officials. My programme includes a tour of the Environmental Protection Departments' laboratory.

CHINA TALKS

Visit will fall immediately after the fourth round of talks in Peking about the 1994/95 electoral arrangements for Hong Kong. Will therefore be a good opportunity to take stock with the

Governor and with ExCo: to look at where we stand and discuss

the best way forward.

Persistent speculation that there is a difference of approach

on these matters between the Governor and London.

Must say categorically this is complete nonsense. We work very closely together and will continue to do so.
