My preference would therefore be to choose some other meeting in which the Secretary of State discusses Hong Kong with officials, and simply to tailor the subject matter a little so as to ensure that nothing too sensitive (for example intelligence questions or the attitudes of prominent individuals in Hong Kong) is touched upon.
