There was a brief discussion about telegram 386 from Peking describing Lu Ping's press conference. This included a reference to the Prime Minister having proposed to Vice Premier Zhu Rongji the idea of sending a special emissary to Peking. The record of the Prime Minister's discussion with Zhu Rongji revealed that this had been in the context of reaching agreement on financing the airport. The Prime Minister and the Foreign Secretary agreed that Ja press line to this effect should be carefully co-ordinated between the Foreign Office News Department, the No. 10 Press Office and the Governor of Hong Kong.
