We need to offer Dimbleby's team some sort of filming opportunity before too long if we are to avoid criticism that we are denying access to the London end of Hong Kong policy making at a critical time in the debate over constitutional

developments. The Secretary of State might, therefore, offer Dimbleby an interview soon after the first round of talks in Peking (eg the week beginning 26 April, assuming the first round is over or nearly over by then).
