BACKGROUND BRIEFING

will know this, is that it is nothing to do with me, Governor, it
is not my patch since I wouldn't get involved in party politics,
especially during election campaigns.. that these people went off
not to advise; they were invited by the Americans, that what they
did was cleared with Sir Norman Fowler but my understanding is Sir
Norman Fowler did not tell the Prime Minister about that as he
didn't feel that he needed to so I don't think it will be a big
issue to be honest. I think it is very easy for us in this
country to overplay the importance of political advisers of this
country's political parties to political parties in America.
I tried to keep that quite neutral!
QUESTION:
Could you give some sense as to what direction the discussions on
Iraq will take?
GUS O'DONNELL:
It is one of those areas where I expect a very large degree of
agreement between the two sides. I think we have analysed the
situation in much the same way. I am not quite sure how far the
new Administration have got in developing their position but all
the indications we have so far are that we will not see any
divergencies of view. We remain very strongly of the view that
all UN Security Council Resolutions have to be enforced and that
is basically what it is all about and policy will be geared
towards that.
